STATISTICAL COORDINATION

Activities:

1.                 Coordination of Statistical work in other Wings and attached offices of the MOWR.

2.                 Technical advice to Statistical Personnel working in the Ministry on analysis of data.

Minor Irrigation Statistics Division

Divisional Head :  DIRECTOR (STAT.)

 

Activities:

 

(i)                Implementation of Central Sector Plan scheme ‘Rationalisation of Minor Irrigation Statistics (RMIS)’

(ii)              Supply of information pertaining to Minor Irrigation  to various Divisions of the Ministry, Planning Commission, Central Water Commission, Central Ground Water Board, etc

(iii)             Conduct of Census of Minor Irrigation Projects on quinquennial basis,  ad hoc methodological  studies and Sample Survey on Status of Minor Irrigation Schemes.

(iv)           To review the performance of Statistical Cell created in different States/UTs under RMIS scheme

(v)             Release of fund for Statistical Cell in States and UTs under RMIS scheme.

(vi)           Release/revalidation of grants in aid to States/UTs for conduct of Census and Sample Survey of MI Schemes

(vii)          Collection of Quarterly Progress Report on development of Minor Irrigation from different States/UTs, scrutiny of data and finalisation of All India/State wise figure relating to potential created/utilised in respect of Minor Irrigation Schemes.

(viii)        Collection of Quarterly Progress Report on Institutional Finance for the development of Minor Irrigation Sector and compilation of figures relating to State/ All India on Institutional Finance.  

(ix)           Sample check of the data collected in the Census/Sample Survey of Minor Irrigation Schemes by States/UTs.

(x)             Analytical studies on Minor Irrigation .

 

Rationalisation of Minor Irrigation Statistics Scheme:

 

       The objective of the scheme is  to build  a comprehensive & reliable data base in the Minor Irrigation Sector for future planning. It has become necessary since  Minor Irrigation Development in the States/UTs are taken up by multiple organizations and there is no unified agency for compiling data on Minor Irrigation in the totality of the State/UT.  Under the Scheme, 312 posts are sanctioned in the Nodal Departments  in States/UTs  to coordinate the statistical activities for creation of  sound & firm database of  Minor Irrigation Sector.  Central grants are given to each State/UT for maintenance of the  Statistical cell and conduct of  Census of Minor Irrigation Projects on quinquennial basis and ad hoc Sample Survey. These cells are responsible for furnishing Quarterly Progress Reports on development of Minor Irrigation in the totality of the state to the Ministry of Water Resources and  fulfill other objectives of the Scheme.

         The RMIS scheme, started in VII Plan as independent Centrally Sponsored Plan scheme, has been converted  into Central Sector scheme  under the broad scheme ‘Development of Water Resources Information System’ in XI Plan.

 

Physical progress

 

(a)             Census of Minor Irrigation schemes:

 

           Under the scheme three  censuses  of Minor Irrigation projects with reference years 1986-87, 1993-94 and 2000-01 respectively were  completed & the reports have been published. Fourth Census  has been launched by the Ministry  with reference year 2006-07. The States are completing the field data collection and have taken up the processing of data.

 

(b)             Finalisation of Minor Irrigation Statistics for the year 2007-08:

              Based on the Quarterly Progress Reports on development of Minor Irrigation from State/UTs the Minor Irrigation Statistics for the year 2006-07 has been finalized.  The statement for 2007-08 is under finalization.

 

(c)             Finalisation of Institutional Investment for the year 2007-08: 

              The Institutional Investment for development of Minor Irrigation Sector for the year 2007-08 has been finalised through the information received from  NABARD.

 

Financial Progress:

      

        During the financial year 2008-09 a provision of Rs. 7.09 crore has been made  for implementation of RMIS scheme. Of this, Rs. 5.87 crore has been  released to different States/UTs for salary and allowances of the Statistical cell and conduct of activities under the Minor Irrigation census. The releases are based on completion of various stages of work and receipt of utilization certificate in respect of earlier releases. A statement showing State-wise releases in 2008-09 (upto August 2008) for different activities is enclosed
