·         Cases related to the approval of budget proposals on MI Schemes received from Union Territories.

 

·         Matters related to Central funding of encouraging irrigation through use of sprinklers, drip systems & hydrams referred to the Ministry.

 

 

 Director (MI):

 

·         Conduct of Census of Minor Irrigation Projects on quinquennial basis related works like release of fund for Statistical Cell and to release fund to different States/Union Territories and Monitoring Progress Report.

·         Conduct of Sample Survey on Status, data compilation of Minor Irrigation Scheme.

 

 

HP & MI : Complete Identity of the Department  :

 

Hydrology Project and Minor Irrigation Wing,

Ministry of Water Resources,

Government of India.

 

The HP&MI Wing primarily handles works of Hydrology Project (HP), Minor Irrigation (MI) and Water Quality Assessment Authority (WQAA) in the Ministry. This is the nodal coordinating and operational agency for the  Hydrology Project- II, a World Bank aided scheme and performs as the  Secretariat for the National Level Steering Committee (NLSC), the apex body responsible for supervision and policy support, and also performs secretarial services to the three Hydrologic Information System (HIS) - Management Groups responsible for providing advisory support, to the NLSC, on implementation relating to key functional areas of technical, institutional strengthening and data dissemination envisaged under the project  and besides, is coordinating the technical and  managerial support for operational, implementation and coordination aspects of the project entrusted at central level for the Project. Further, the wing is performing as   Secretariat to the Water Quality Assessment Authority. The wing also handles cases of the minor irrigation schemes of various states referred and state proposals for financial assistance for MI Schemes under “Accelerated Irrigation Benefit Program” (AIBP) of the Ministry.

 

The HP&MI wing comprises of three divisions, namely, Hydrology Project Division, WQAA Coordination Cell  and Minor irrigation Division.

 

Aims, Objectives and Responsibilities:

Division wise aims, objectives and responsibilities are as follows :

 

A. HYDROLOGY PROJECT Division  :

 

Aims : To coordinate and monitor, the implementation of the Hydrology Project Phase –II to be implemented by the participating agencies of the project. 

 

Objectives :Implementation of the activities carried out, by the implementing agencies (13 states and 8 central agencies ) with the following objectives :

 

·         To extend and promote the sustained and effective use of the Hydrological Information System (HIS) by all implementing agencies concerned with water resources planning and management in the 13 states and 8 central agencies.

·         To extend the HIS to the four new state agencies of H.P, Punjab, Goa and Pondicherry.

·         Strengthening the capabilities of implementing agencies at state / central level in using HIS for efficient water resource planning and mamagement.

·         Awareness building and outreach services about HIS use.

 

 

 

Responsibilities:Responsible for overall Management and Coordination, for the implementation of the Hydrology Project - II by the participating agencies. It is coordinating the technical and managerial support for operational, implementation and coordination aspects of the project at central level.

Providing secretarial support, in the capacity of  HIS Coordination Secretariat (HISCS), to the National Level Steering Committee (NLSC), which is responsible for providing strategic supervision , policy guidance and steering support for the successful project implementation.

Providing secretarial support to the three HIS Management Groups (HISMGs), which in turn provides advisory support to  the NLSC on implementation relating to key functional areas of technical, institutional strengthening and data dissemination under the Hydrology Project-II .

 

water quality Assessment Authority Coordination Cell  :

 

Aims :

 

In pursuance of MoEF Gazette Notification, a Coordination Cell has been created in HP&MI Wing of MoWR to provide secretarial support to WQAA.

 

Objectives :

 

In view of the multiplicity of agencies involved in water management in the country with no virtual coordination among them, the Ministry of Environment & Forests (MoEF), Government of India on the advice of Ministry of Water Resources (MoWR) has issued an extra ordinary Notification in the “The Gazette of India” dated 22nd June, 2001 constituting the “Water Quality Assessment Authority (WQAA)” with effect from 29th May, 2001. The term of the authority has been  subsequently extended. The objective of creating the coordination cell is to assist WQAA to carry out the assigned functions.

 

Responsibilities :

 

The responsibility of the coordination cell is :

 

To serve as the Secretariat of WQAA and Water Quality Monitoring Committee (WQMC).

Coordination with concerned departments/agency for the purpose.

Participating in relevant meetings and working out suitable proposal for consideration.

Preparation of periodical reports for submission to Ministry of Environment & Forests.

 

MINOR IRRIGATION DIVISION :

 

Aims:

 

Handling minor irrigation subject with Ministry and  schemes and issues on the same.

 

 

 

  Objectives :

         

All surface and ground water schemes having culturable command area (CCA) upto 2000 ha. are classified as minor irrigation schemes. The objective include the following :

To examine the minor irrigation schemes of various states referred to the Ministry by States for various purposes.

Handling matters on “Accelerated Irrigation Benefit Programme”  for scrutiny of State proposals for funding.

Implementation of National Project for Repair, renovation and restoration of water bodies directly linked to Agriculture.

 

Responsibilities:

 

i)          Technical Examination of minor irrigation project proposals received from various state governments seeking central assistance under AIBP for funding.

 

ii)       Pilot Scheme on “National Project for Repair, Renovation and Restoration of Water Bodies directly linked to Agriculture” (State sector). This pilot scheme has been recently approved by Government of India for a total Outlay of Rs. 300 crores with funding pattern  by Center and the States in the ratio of 3:1. This project is to be implemented in the remaining period of the Xth  Five year Plan. The Division is responsible for the scheme implementation such as processing of the DPRs of the various projects and for funding under the scheme.

 

 

Providing Technical Assistance

Providing technical assistance for projects being received from State Governments seeking external assistance from World Bank, European Community, etc.

 

Preparation of Report  of  Working Group Report on minor irrigation for formulating Five Year Plan.

 

Census and Status survey of Minor Irrigation Schemes

To conduct census of Minor Irrigation Projects and  related works like release of funds for Statistical Cell and to release  of fund to different States / UTs and Monitoring Progress Report

To conduct Sample Survey on Status , Data Compilation of Minor Irrigation Schemes

To prepare statewise status reports on the basis of reports from States.

         

Services offered :

 

HP Division :

 

The HP Division is providing secretarial services to National Level Steering Committee (NLSC), the apex body, responsible for overall administrative, management and coordination of the project at central level besides performing as HIS-Coordination Secretariat providing coordination , monitoring and collating the Implementing Agencies’ (IAs’) annual work  and is also performing services as  member secretaries for  the three HIS-Management Groups . The Division coordinates the works of implementing agencies (IAs) at national level particularly in respect of technical consultancy for Implementation Support to various IAs’ in technical matters and Management Consultancy to provide Institutional Strengthening and Trainings  to all the project implementing agencies  of the HP-II Project. The project envisages engagement of consultants for these two major work areas.

 

WQAA Coordination Cell :

 

The Coordination Cell in HP&MI Wing under MoWR is providing Secretarial support and assistance  to WQAA and WQMC.

 

Minor Irrigation Division :

 

          All matters relating to the development of minor irrigation pertaining to the Ministry.
